Metro runs on a sort of flex fuel system, requiring both tax revenue and political capital. And it has to spend both wisely. With the 2012 referendum vote to redirect more of Metro's sales tax to non-rail transit, the dollars are shifting from light rail to buses. But the biggest expense for Metro's new bus plan will be on the side of political capital. Any change this large is likely to upset the status quo, and it is about time…
