In 2006, when I first became mayor of Ypsilanti, the Ann Arbor Transportation Authority

provided service to the city of Ypsilanti through service contracts. These contracts had to be approved annually and were not a stable revenue source to ensure permanent service expansion outside of Ann Arbor.
