The Lane Transit District depends heavily on a payroll tax to fund its operations — it brings in more revenue than all other sources combined, and about three times as much as comes from passenger fares. The long-term trend for the payroll tax has been upward — the Legislature approved an increase from 0.6 percent to 0.7 percent in 2003, and the higher rate will be fully phased in next year.
