State Ballot Process
Wyoming has allowed both initiatives and referendums since 1968. Citizens cannot place constitutional amendments on the ballot. Wyoming requires that ballot measure petitions be signed by 15 percent of the number of ballots cast in the preceding gubernatorial election.
