Oregon has offered initiative, referendum and referral procedures since 1902. Citizens in Oregon have historically proposed and voted on more initiatives and referendums than any other state. May 6, 2004 is the deadline for submitting ballot measure proposals to the office of the Secretary of State in order to qualify for placement on the November 2004 ballot.
