State Ballot Process
Montana offers initiative and referendum procedures. These options have been available to citizens since 1908. The ability to amend the state consitution was added in 1972. To qualify an initiative or referendum for the ballot, citizens must get the signatures of 5 percent of the total number of qualified voters in the state, including 5 percent of the voters in each of 34 legislative districts.

| County commissioners in October voted unanimously to put a $1 million tax levy request on the June 2004 primary election ballot. The tax would bring approximately $106,000 annually for Eagle Transit, which when matched with federal dollars, would total about $212,000 annually. |

| Measure Number LR-115 - To revise the taxation of certain vehicles; replacing the current system of taxation of automobiles, vans, sport utility vehicles, and light trucks with a registration fee on light vehicles, allowing the owner of a light vehicle to register the vehicle for a 24-month period; allowing vehicles, including motorcycles and quadricycles, 11 years old and older to be permanently registered; revising the fee in lieu of tax on motorcycles and quadricycles; providing for distribution of the registration fee; repealing the sales tax on the new motor vehicles with voter approval; providing that the proposed act be submitted tot he qualified electors of Montana. |
